The Magistrates' Courts comprise the lowest level of the judiciary of Ibagli. They are the court of first instance for most civil matters and for summary offences. While most matters are heard by a single magistrate, three magistrates can also sit as a panel to function as a grand jury. While there is no formal requirement that magistrates be lawyers, lay magistrates are not frequently appointed, and they may only sit on a panel of three.
