HER EXCELLENCY THE GOVERNOR-GENERAL OF IBAGLI reccomends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to Allow the Minister of Finance to Make Certain Payments for the Purposes of Civic Development Within the Village of New Windsor; And For Connected Purposes."
The QUEEN, by and with the advice and consent of the Senate and Commons present in this present Parliament assembled, does enact the following:
1. The Minister of Finance may make payments out of the Consolidated Revenue Fund in the amount of 12,350,000 pounds for the following expenditure:
11,850,000 pounds for a new rugby stadium that will seat 41,159 people in the city of New Windsor. The stadium will be used for such things as concerts, rugby games, football, cricket, and track and field events.
500,000 pounds for further development of the area such as a new shopping centre and river front.
