HER EXCELLENCY THE GOVERNOR-GENERAL OF IBAGLI reccomends to the House of Commons the appropriation of public revenue under the circumstances, in the manner and for the purposes set out in a measure entitled "An Act to Allow the Minister of Finance to Make Certain Payments and to Enact Certain Provisions Related to the use of Renewable Energy Sources in Ibagli; and for Connected Purposes."
The QUEEN, by and with the advice and consent of the Senate and Commons present in this present Parliament assembled, does enact the following:
1. All government vehicles, excluding those operated by the armed forces for combat purposes and those which are prevented from doing so by necessity recognized by the Ministry of Transport, will be made to operate on electric power by January 1st of 2007.
2. The government of Ibagli shall set a firm deadline for all motor vehicles within Ibagli, excluding those which are prevented from doing so by necessity recognized by the Ministry of Transport, to be required to operate on electric power or suitable alternative, without the burning of any form of hydrocarbon, by the year 2010.
3. The Minister of Finance may make payments out of the Consolidated Revenue Fund in the amount of 1,000,000,000 pounds over the next ten years for the creation of a government program styled "The Ibaglian Fuel Cell Development Initiative", pursuing and subsidizing the development and implementation of Hydrogen Fuel Cell technology to be implemented in all Ibaglian vehicles not already powered by such a suitable alternative by the year 2012. Initiatives will be made to develop alternative power sources for other appliances presently operating my means of an internal combustion engine.
4. All operators of motor vehicles operating my means of an internal combustion engine, including hybrids, will be required to discontinue their use by the year 2016.
