The QUEEN, by and with the advice and consent of the Senate and Commons present in this present Parliament assembled, does enact the following:
1. The House of Commons shall continue to consist of 60 members.
2. Ibagli shall be divided into 30 electoral districts, each consisting of a similar amount of people per district.
3. Each district shall elect one person to be a member of the House of Commons.
4. There shall be a second ballot, on which each registered party shall be listed.
5. Each party shall maintain a list of thirty party members, in the order in which they will be placed in the additional seats.
6. The percentage of votes for each party shall be as equal as is possible to the number of additional seats given to the party, if:
- (1) the party received more than five percent of the vote on the second ballot; or
- (2) a member of the party received a plurality of the votes in one of the electoral districts.
