Honourable Senators and Members of the House of Commons:
As the representative of Her Majesty Queen Elizabeth II, Queen of Ibagli, I am pleased to open the second session of the fifteenth Parliament on behalf of Her Majesty.
In April we will celebrate the eightieth birthday of Her Majesty the Queen. I encourage all Ibaglians to join in the celebrations of this event.
This year I will undertake state visits to several Carribbean states and territories, Venezuela, and the United States of America.
My Government will work to privatize remaining crown corporations.
Legislation will be introduced to allow new businesses to coexist with previously established corporations to allow the greatest possible financial gains for all businesses.
My Government will work to balance the aiding of global prosperity with the promotion of national prosperity.
My Government will work to establish strong trade diplomacy with foreign states.
My Government will reform the immigration and asylum laws to give the persecuted a safe harbour while providing for the most security possible. Legislation will be introduced to allow any person who is a underprivileged and endangered as the result of minority status in their home nation.
The reduction of crime and of the fear of crime is a priority for My Government. To achieve this, legislation will be enacted to reform laws on firearms ownership, to combat drug trafficking, and to establish a better rehabilitation system for drug abusers. My Government will introduce harsher punishment for repeat offenders. Victims and witnesses will be given greater protection to create a fairer criminal justice system.
My Government is committed to combating racism and hate in Ibagli. To achieve this commitment, my Government will enact new, more comprehensive hate crimes laws to ensure that no Ibaglian has their Constitutional rights compromised.
Communication with foreign states on international issues will be increased.
My Government will cancel all debts held against foreign states.
The role of Ibagli within the United Nations will be increased in order to allow My Government to take a leading role in the fight against poverty and for human rights.
Funding to aid in the reduction of AIDS in Africa will be increased. A cabinet-level ministry on human development will be created.
My government will introduce a new system of tax incentives for businesses and individuals to promote environmental sustainability.
Taxes on tobacco will be raised to provide extra income and discourage the abuse of tobacco.
The dumping of recyclable materials in landfills will be banned.
My Government will work with industry to develop a replacement for fossil fuels. Any agreement with a corporation that hinders the development of alternative energy sources will be cancelled.
My Government will introduce a comprehensive plan to balance growth with sustainability. Legislation will be introduced to allow developers and users to protect wildlife and natural resources while permitting growth.
My Government will increase support for our National Health Service, a model for healthcare institutions around the world. It will be expanded in order to provide the best level of care possible for every person in Ibagli, regardless of their financial situations. New facilities and staff will be added to cope with increasing demand, and existing facilities will be improved and expanded. Wait times at healthcare facilities will be lowered.
My Government acknowledges that there is a tangible threat of pandemic of avian influenza. To prevent widespread illness in Ibagli, My Government will establish programs to research preventative measures.
A resolution will be introduced to abolish the Senate.
Legislation will be introduced that will allow for the creation of a new access road to Haphonia International Airport and RIAF Haphonia. Mass transit will be improved as a part of My Government's plan to reduce traffic and greenhouse gas emissions.
My Government will invest in building new and more efficient infrastructure across Ibagli. Mass transportation will be improved to ensure that no part of Ibagli goes without a safe and efficient transportation system. Safety on the roads is a paramount concern of My Government, and initiatives will be introduced to ensure safer driving conditions. New legislation will ensure that no Ibaglian is farther than fifteen minutes away from an hourly or better mass transit stop, and that the physically handicapped have door-to-door public transit service to allow them to move freely throughout Ibagli.
Safe and adequate housing for all is a necessity in a modern society. Legislation will be enacted to provide safe shelter for all Ibaglians. Legislation will also be enacted to combat landlords who maintain unsafe and inadequate properties.
My Government will work to reduce overcrowding in prison facilities.
Legislation will be introduced that will remove restraints on schools that serve no legitimate purpose other than to restrict education. Services for special education will be increased.
My Government will introduce legislation to combat child abuse and neglect and to improve the family court system.
Legislation will be introduced to combat workplace discrimination.
My Government will create a commission to investigate the relationship of labour with the government.
My Government is committed to providing prosperity for all in a fair, inclusive, and just society. My Government will introduce a new platform of social reforms to raise the quality of people’s day-to-day lives.
My Government will ensure that those that came before us, the Aboriginal peoples of Ibagli, are given the same prosperity as all Ibaglians. My Government looks forward to working with representatives of the Aboriginal peoples to build the foundations of long-term development. These foundations will include education and economic reform.
