Construction of the road began in 1969, but the project was canceled in 1972 by the LeVeque government. At the time, the only portions that had been completed were the section from Exeter to Haphonia and a short section through the Cane lands near Loygre. East of Haphonia, the route closely follows that of the NC&S railway tracks.
