He was born in 1924 in London to Bernard and Josephine Barriter. The family moved to Ibagli in 1935, where William went to school at Exeter and Thistledowne. He joined the army in 1942, and saw action in the Pacific War. After the end of the war, he rose to the level of Lieutenant General, eventually becoming the vice-Chief of the [[Ibaglian Army|Army]].

In 1989 he was appointed Chief of the Defence Staff and was made a Field Marshal

In 1992, William was selected to be the 6th Governor-General of Ibagli. He held this office until his death in 2005.
