He was born on 16 December 1955 in Exeter, Ibagli, to Jacob and Maureen Kinder, both of Edinburgh, Scotland. Jacob had commanded a minesweeper in the Royal Navy during the Second World War. He married Maureen in 1947, and both moved to Ibagli.

He practiced law at a Haphonia firm until 1985, when he ran as a Liberal in the district of Scarborough. He has remained in that seat ever since. He entered the cabinet of Vincent McNeese as Finance Minister in November 2004, and upon the resignation of Vincent McNeese as party leader and Prime Minister, took up the interim leadership of the Liberal Party, and was appointed Prime Minister. In 2006, he resigned the leadership of the Liberal Party during the 2006 election campaign. He failed to win re-election to the House of Commons in the November 2006 General Election.
